The Cleveland Browns may have found their next quarterback, according to ESPN’s Matt Miller. In his latest 2025 NFL mock draft, Miller projected the Browns to select Louisville’s Tyler Shough with their second-round pick, 33rd overall.
This pick comes as Cleveland faces an uncertain future as a quarterback. Deshaun Watson’s lingering injury issues leave the team needing a reliable option under center. With the Browns choosing to pass on Shedeur Sanders in the first round, Miller sees Shough as a viable option to step in and compete immediately.

Miller’s projection highlights Shough’s extensive college experience and pro-ready traits. “Shough has a live arm, easy mobility and plenty of experience,” Miller noted. “Cleveland needs someone to play immediately, which he can do as the Browns try to find the franchise quarterback that has evaded them since the franchise rebooted in 1999.”
The 6-foot-5 quarterback has taken a unique path to this moment, playing at Oregon and Texas Tech before finding success at Louisville. Despite past injuries, he turned heads with a strong performance at the NFL Combine, boosting his stock significantly. His skill set, which is highlighted by his quick release, good pocket awareness, and ability to extend plays, makes him an intriguing option for a Browns team in need of depth under center.
Miller’s mock draft also sees the Browns using their first-round selection on Penn State’s Abdul Carter, a highly regarded defensive end. “The Browns need a quarterback even after acquiring Kenny Pickett in a trade,” Miller wrote, “but they can’t afford to overdraft a player they are not 100% convinced on with this pick.” Instead, the team prioritizes strengthening their defensive front by pairing Carter with Myles Garrett to create a dominant pass rush.
As the draft nears, Cleveland’s strategy remains uncertain. Will they take a chance on Shough? Or will they look elsewhere to solidify their quarterback situation? Either way, Miller’s latest mock suggests the Browns have some intriguing decisions ahead.
